Managements controls are a method of reducing exposure to hazards by changing people's behavior. Management controls involve activities such as establishing safe work practices; training; safety rules; and personal protective equipment (PPE).

A key point is that management controls are only as effective as the commitment of management to safety. For example, establishing safety procedures, and then requiring production goals that can only be met by ignoring the safety procedures, nullifies the benefits of the safety procedures. Regular evaluation is needed to ensure management controls are effectively reducing hazards.

Safe Work Practices: may apply to specific activities or jobs, or to many jobs, or to an entire facility. Safe work practices are established by including them in job procedures, through training, through changing work schedules, through anything that effects behavior.

Safe work practices also involve activities such as house cleaning, tool maintenance and implementing a Five S program.

It is important to remember the management controls do not control the hazard itself, they only control exposure to the hazard.

Personal Protective Equipment: PPE is not a substitute for engineering or other management controls. PPE should be used when other methods of eliminating, or avoiding the hazard have been exhausted. PPE is the last line of protection against hazards.

When PPE must be used employees should be fully trained in its use; including when it should be used and when PPE is not appropriate. They need to know why PPE is necessary and how to maintain it. They should also know why they need to wear PPE, even though it may be very uncomfortable; may restrict their ability to do their work; and put additional stress on them
